Citigroup Mess Stymies Indonesian Wealth Biz: Report

Indonesia's central bank has told 23 banks to stop taking on new wealth management clients in the wake of an alleged theft of client money by a Citigroup employee in the country, and the death of a customer at a local branch, Bloomberg News reported Friday. 

The group of lenders affected by the temporary halt includes DBS Group Holdings, the largest in Southeast Asia, according to the report.  

Citigroup was told to stop adding new wealth management clients a month ago after one of its executives was arrested and charged with stealing $1.9 million from three customers, according to the report and an April 7 Financial Times report.

Indonesia, the world's fifth most populous country, has a fast growing middle class, and is an important market for Citigroup and other banks. In February, JPMorgan Chase. investment banking chief Jes Staley cited Indonesia as an important reason for his unit's "record year in Asia," in 2010.

The troubles in Indonesia are also worrisome for Citigroup since emerging markets growth is an important part of its pitch to investors.

Citigroup said earlier this month it had reported the relationship manager to regulators and the police and contacted "those who may be impacted by the relationship manager's activities," while planning to "work with them to address any losses."

As for Irzen Octa, the Citigroup customer who died, Citi's chief country officer for Indonesia told the country's parliament shortly after the March 29 incident that the bank has been "working very hard to understand what happened," and that "based on what we know today, we do not believe anyone physically harmed Mr. Octa when he came to our offices.

A U.S.-based spokesman for Citigroup had no immediate response to an email message asking if Citigroup had anything further to say on the issues in Indonesia.

Discovery Futures Bantah Terkait Kasus Elnusa

Discovery Futures tak terkait dengan Discovery Indonesia karena beda manajemen.

PT Discovery Futures menegaskan perusahaannya tidak terkait dengan kasus pembobolan dana deposito milik PT Elnusa Tbk yang tersimpan di PT Bank Mega Tbk. Perusahaan juga menyatakan tidak ada hubungan dengan PT Discovery Indonesia karena berbeda manajemen.

"Sampai dengan saat ini, dari pemberitaan di media yang saya dengar, tidak ditemukan aliran dana ke PT Discovery Futures," kata Direktur Operasi PT Discovery Futures, TB Andry Adam, di Menara Thamrin, Jakarta, Jumat, 29 April 2011.

Discovery Futures merupakan perusahaan berjangka di bidang perdagangan mata uang asing dan index luar negeri. Perusahaan merupakan anggota dari Asosiasi Pialang Berjangka Indonesia, dan Kliring Berjangka Indonesia.

Humas PT Discovery Indonesia, Freddy Antonius, menambahkan, Elnusa selama ini tidak pernah terdaftar maupun memiliki rekening di PT Discovery Futures. "PT Elnusa bukan salah satu nasabah di PT Discovery Futures," ujarnya.

Sementara itu, mengenai adanya empat rekening yang diblokir oleh aparat kepolisian, Freddy bisa memastikan bahwa rekening tersebut dari PT Discovery Indonesia. "Manajemen kami berbeda," ujarnya.

Saat ini, Discovery Futures sedang melakukan audit internal dan eksternal sebagai bagian dari kewajiban perusahaan yang terdaftar secara resmi di Badan Pengawas Perdagangan Berjangka Komoditi (BAPPEBTI).

Sebagai informasi, kepolisian sebelumnya telah menangkap Direktur Keuangan PT Elnusa SN alias Santun Nainggolan, Kepala Cabang Bank Mega Jababeka Itman Harry Basuki, Direksi PT Discovery berinisial ICL, Komisaris PT Har berinisial HG, otak pelaku berinisial RL dan staf PT Har berinisial TZS.

Aparat menduga Dirut PT Discovery berinisial IL mengalirkan dananya ke perusahaan PT Harvestindo Asset Management. Ivan merupakan Komisaris utama perusahaan tersebut.

Dugaan itu berasal dari keterangan Bank Mega yang menjelaskan pencairan dana Elnusa itu disalurkan ke dua rekening bisnis atas nama PT Discovery Indonesia di bank X dan Y. Selain itu, PT Discovery Indonesia menempatkan dana deposito pada 16 September dan 6 Oktober 2009 masing-masing senilai Rp5 miliar dan dicairkan sebelum jatuh tempo ke rekening mereka di bank Y. BI Larang 23 Bank Jaring Nasabah Kaya Selama Sebulan

Jakarta - Buntut kasus penggelapan dana nasabah Citigold oleh Malinda Dee, Bank Indonesia (BI) meminta bank menghentikan sementara penarikan nasabah baru layanan priority banking selama sebulan.

Deputi Gubernur BI Halim Alamsjah mengatakan, suspensi pencarian nasabah baru priority banking dilakukan sebagai upaya BI dan perbankan untuk meningkatkan kualitas pelayanan dan perlindungan nasabah.

"Khususnya untuk nasabah jasa pelayanan khusus yaitu nasabah prioritas dan wealth management. BI meminta 23 bank yang memiliki jasa pelayanan seperti itu untuk menghentikan sementara penerimaan nasabah baru selama 1 bulan," tutur Halim kepada detikFinance, Jumat (29/4/2011).

Larangan ini berlaku sejak Senin (2/5/2011) dan terhitung sampai 30 hari. Sementara untuk nasabah lama tak usah khawatir, karena pelayanan priority banking untuk mereka tetap berjalan seperti biasa.

"Bank sementara itu diminta memperbaiki kebijakan, SOP, dan pengawasan internal mereka, sebagai bagian dari upaya meningkatkan kualitas, pelayanan dan perlindungan kepada nasabah," katanya.

Halim mengatakan BI akan melakukan evaluasi terhadap kualitas pelayanan tersebut.

Seperti diketahui, BI sebelumnya telah melarang pihak Citibank menambah nasabah baru layanan priority banking yakni Citigold sampai proses penyelidikan kasus Malinda selesai. Larangan itu dimaksudkan agar tak ada lagi kasus pembobolan seperti yang dilakukan Malinda Dee alias Inong Malinda.

Kasus pembobolan dana nasabah Citibank oleh Malinda Dee alias Inong Malinda telah menggegerkan masyarakat.

Malinda yang merupakan mantan Relation Manager dijerat pasal 49 ayat 1 dan 2 UU No. 7 tahun 1992 sebagaimana diubah dengan UU No. 10 tahun 1998 tentang perbankan dan atau pasal 6 UU No. 15 tahun 2002 sebagaimana diubah dengan UU No. 25 tahun 2003 sebagaimana diubah dengan UU No. 8 tahun 2010 tentang tindak pidana pencucian uang.
